First-Time Homebuyer Programs in Missouri: What Cass County Buyers Need to Know

Missouri Housing Development Commission (MHDC)

Missouri's primary housing finance agency, the MHDC, offers two programs worth knowing:
  • First Place Loan — A 30-year fixed-rate mortgage at a below-market interest rate, available to first-time buyers (or anyone who hasn't owned a home in the past three years). There are income and purchase price limits, but they're generous enough to apply to most Cass County buyers.
  • Next Step Program — If you've owned before, this one's for you. It offers the same below-market rate without the first-time buyer requirement.
Both programs can be paired with a Cash Assistance Loan — essentially a second loan covering 4% of the purchase price toward your down payment and closing costs. That can be thousands of dollars you don't have to come out of pocket with.

What Are the Income Limits?

Income limits vary by county and household size. For Cass County, the limits are competitive with what most working families earn — we've helped buyers in Belton, Raymore, and Harrisonville qualify who assumed they made too much. It's always worth checking.

FHA, VA, and USDA Loans

Beyond state programs, many Cass County buyers benefit from federally backed loan options:
  • FHA loans — Low down payment (3.5%) and more flexible credit requirements. Very common for first-time buyers.
  • VA loans — If you or your spouse have served, a VA loan allows 0% down with no PMI. We've helped several veteran buyers close in Cass County using this benefit.
  • USDA Rural Development loans — Parts of Cass County qualify as rural under USDA guidelines, which means 0% down for eligible buyers. This surprises a lot of people — some areas just outside Belton and in the Harrisonville corridor may qualify.
